Cookies do not pose a threat to the computer, as they are located in a text file that can neither be started nor take control of the computer. However, cookies can be dangerous to privacy. Cookies can be misused, especially if an attacker gains access to a user's computer, as cookies are not protected on the computer. Then the attacker can, for example, fake someone else's identity. There are a few fraudulent ways to steal cookies if the web browser is not protected against it (poorly configured or unprotected).
